The Stockton City Council voted 4—3 to reject the $825K CARE Program that would have moved people from the encampment at White Slough to a tent shelter on Calaveras Avenue.

The council then approved a motion for staff to verify permits, insurance, and certifications and to explore other bids within 30 days.
